Mark has over 20 years in procurement spanning large areas of the public and not for profit making sectors. He is extremely passionate about procurement, and never happier than when offering straightforward solutions through complex problems or policies.
Charlotte Highcock
Deputy Head of Welland Procurement
Charlotte is a highly experienced procurement professional who has worked in both procurement and commissioning roles across the public sector – in local government, the NHS the Police to name a few.
She is now responsible for the development of our junior procurement staff, leading on major procurement projects, as well as deputising for the head of procurement and supporting them on strategy and development of the Welland brand.
Her passion is making sure everyone involved in a procurement knows not just the process but their part in the delivery of it.
Olalekan Oyebamiji
Senior Contract & Supply Specialist
Ola is part of the senior team with 6 plus years of experience in procurement. He has covered a variety of commodities including areas like, technology, healthcare and construction, carrying out procurement processes from sourcing to contract management and everything in between.
Ola joined to provide interim support but quickly found a home here and joined us on a permanent basis. He thrives on collaborating with clients, building strong relationships and delivering successful shared outcomes.
Richard Moon
Senior Contract & Supply Specialist
Richards is the longest serving member of Welland Procurement and has 20 years of procurement experience across the public sector.
As part of the senior team, he is ardent on delivering outcomes that achieve value for money and procurement excellence and enjoys working alongside a fantastic team of like-minded individuals, and clients.
Ben Elliott
Contract & Supply Specialist
Having recently moved to Melton with my fiancé I’ve joined Welland to develop a career in procurement. I have been working with both the private and public sector in apprenticeships and learning development up to this point and am now looking to augment the people skills and sense of strategy I have, with new skills in procurement.

After 14 years working in finance at a local council, I’ve joined Melton to switch into a career in Procurement. I’m happy to bring the problem-solving skills I have developed to date, to this new role, and getting involved in the interesting projects the members have.
